Center ("EPIC").
   
We request copies of all appointment books, calendars, and other scheduling
records of the following Health and Human Services officials for the dates
between January 20, 2001 and April 30, 2001: Tommy Thompson, the Secretary of
Health; the Deputy Secretary; the Chief of Staff; Robinsue Frohboese, the
Director of the Office for Civil Rights; the Director of Intergovernmental
Affairs; the assistants and advisors to the Director of Intergovernmental
Affairs; the Assistant Secretary of Legislation; the General Counsel; the
Assistant Secretary of Public Affairs; the Assistant Secretary for Planning and
Evaluation; the Deputies and Directors of the Office for Health Policy; and the
Deputies and Directors of the Office of Human Services Policy.  In cases where
any of the above positions were vacant during the designated period, we request
the appointment books and calendars of the officials acting in the specified
positions.
   
For purposes of fee assessments, we request that EPIC be placed in the category
of "news media" requester. EPIC publishes a biweekly electronic newsletter,
issues regular public reports and analyses, and maintains a free online
electronic library. EPIC staff members are also regular contributors to numerous
newspapers, newsletters, magazines, and law reviews. Any information that is
obtained as a result of this request will be disseminated through these
publications and others. We note that the FTC, the National Security Agency, and
other agencies have previously recognized that EPIC qualifies for "news media"
